Hawk vs Bald Eagle

I witnessed a hawk (red tailed I believe but not 100% confident of the hawk ID) getting very aggressive with a bald eagle yesterday. The hawk was the instigator and was harassing the Eagle. This was all happening very high up in the sky and even the 600 mm lens I was using on my cropped sensor camera didn't have enough reach to capture the events as well as I would have liked.
